that would have forced doctors to anesthetize any fetus older than 12
weeks before performing an abortion. Doctors who failed to comply with
the law would be charged with a Class 6 felony and face up to five years
in prison, despite medical evidence that anesthesia increases the risk of death for women undergoing abortions."
